2019 Tournament Rules 

 

2019/2020 New Fifa Rules:

We will only be implementing 2 of the main rule changes at the Overlea Cup.

1. Goal Kicks - The Ball does not have to go outside the goalie box before another player can touch the ball. Meaning as soon as the ball is kicked the ball can be played by an offense or defensive player. (This does not apply to the 7v7 games due to the build out line)

2. Free Kicks/ Wall- When the defense forms a wall, no players from the offensive team are allowed to be in the wall.

 

HEADING POLICY - (Age groups 2009 and younger will not be allowed to head the ball)

For Age Groups U11 and Younger: NO HEADING ALLOWED in games.
 If a player deliberately heads the ball in a game, an indirect free kick should be awarded to the opposing team from the spot of the infringement. If the header occurs within the goal area, the indirect free kick should be taken on the goal line parallel to the goal line at the point nearest to where the infringement occurred. If a player is hit by the ball in the head unintentionally, play will stop, and a drop ball will take place at the occurrence.
***A 10 year old playing at U-12 or older should not head the ball at all.

***Referees will not be assessing the age of individual players on the field; they will enforce the rules for the age group.

U9 & U10 Age Groups - We will be implementing the build out line for these age groups - meaning goalies will not be able to punt the ball.

7v7 Standards of Play - Build Out Line - The build out line promotes playing the ball out of the back in a less pressured setting. When the goalkeeper has the ball in his or her hands during play from the opponent, the opposing team must move behind the build out line until the ball is put into play. Once the opposing team is behind the build out line, the goalkeeper can pass, throw or roll the ball into play (punts and drop kicks are not allowed)

Rules & Policies

  1. The decisions of all referees are final.
  2. Players are not allowed to play for more than one team in an age group.
  3. Coaches should have Player ID's or Birth Certificates for all players on roster.
  4. Roster/Waiver forms must be emailed in before tournament starts (email roster to Kevinbaker@luckymail.com) 
  5. Forfeit time is game time. Forfeiting team is responsible for referee fees
  6. Shin Guards are mandatory for all players.
  7. Coaching is restricted to center of field, with teams being on opposite sides of field.
  8. Coaches are responsible for the conduct of their teams and fans.
  9. Home team will be decided by the flip of a coin, conducted by the referee.
  10. If opposing team jerseys are the same colors. Home team will be required to change.
  11. Substitutions - Piggy backing is allowed at the referees discretion. 
  12. All games will consist of 25 minute halves.
  13. Divisional Champions will be decided as follows:

a.  3 Points for a win

b.  1 Point for a draw

c.  1 Point for a shutout

d.  0 Points for a loss

14. A tie for 2nd place within the division will be decided as follows:

     a. Head to Head competition

     b. Goal Differential: Limit of 3 per game.

     c. Goals against: Limit of 3 per game.

     d. Goals for: Limit of 3 per game.

     e. Penalty Kicks - Teams should be prepared to field 5 players for tie breaking penalty kicks. If teams are still tied after

                               the first five penalty kicks the teams will go into a sudden death shootout using the same 5 shooters

                               until one team scores and the opponent does not. If a championship game ends in a tie a 5 minute

                               overtime will be played and then penalty kicks. (During Championship game players must be on field

                               to be selected to take penalty kicks).

15. Roster Limits - U9 & U10 - 7 v 7  - (maximum 14 players)

16. Roster Limits - U11 & U12 - 9 v 9  - (maximum 16 players)

17. Roster Limits - 11 v 11 - (maximum 18 players)

18. Age groups will be based by calendar year. Players may play up but not down in age group. Any team

      using an ineligible player will forfeit any game in which the player played.

19. Game Balls will be supplied by the tournament.

20. Players may be dual rostered on 2 teams in the tournament as long as the player is playing in the correct age group or playing up in age. (no limit to duel rostering)
